Jeremiah Arkham first appeared in Batman: Shadow of the Bat #1, published by DC in 1992. That places it in the Copper Age.
Why this issue matters
Nephew of the asylum's founder, who takes over Arkham and slowly loses his own mind inside it, eventually becoming the second Black Mask. Debuts in the same issue as Victor Zsasz under a Brian Stelfreeze airbrushed cover.
Batman: Shadow of the Bat #1 is also the first appearance of Victor Zsasz, which is part of why the book carries the weight it does.
